Parental Allowance Reform 2027: what HR should start preparing now
Last updated: 21. October 2026
On 6 July 2026, the Federal Cabinet adopted the draft for the parental allowance reform. New rules apply for children born from 1 November 2027: the benefit period drops from 14 to 12 months, three months will in future be firmly reserved for each parent, and the rates rise for the first time since 2007 (Federal Ministry for Education, Family Affairs, Senior Citizens, Women and Youth) The draft is now going through the parliamentary process, so details may still change. The direction, however, is set. And it affects you directly as an HR lead: in future, more fathers in your company will take longer parental leave. This article shows what concretely changes and how to prepare your company for it.
The key points at a glance
- On 6 July 2026, the Federal Cabinet adopted the parental allowance reform; it applies to births from 1 November 2027.
- The benefit period drops to 12 months, three months are reserved for each parent, six months remain flexibly divisible.
- The minimum rate rises to 330 euros, the maximum rate to 1,900 euros.
- For companies, this means: more fathers take longer parental leave. Handovers, cover models and the return to work need an update.
- HR has around 16 months' lead time. The checklist in this article shows what to start with now.

What concretely changes with the parental allowance reform?
The cabinet draft provides for three central changes. First: the total benefit period for parental allowance will in future be 12 instead of 14 months. Second: three months are reserved for each parent, and a further six months can be divided flexibly between the parents. Until now, two partner months were enough to use the full benefit period. Third: the minimum rate rises from 300 to 330 euros, the maximum rate from 1,800 to 1,900 euros.
The most important consequence for companies lies in point two. A family wanting to use the full parental allowance will in future need at least three months of participation from the second parent. In practice, these are predominantly fathers. Currently, fathers in Germany take significantly shorter parental leave on average than mothers, often exactly the previous two partner months Federal Statistical Office. From November 2027, this group will grow noticeably and be absent for longer.
Why the reform affects HR planning already in 2026
November 2027 sounds far away. For workforce planning it isn't. Those who become pregnant today or seriously start family planning are already counting on the new rules. Questions about it therefore reach HR and managers not only in 2027, but now.
On top of that comes a structural point: many companies have implicitly designed their parental leave processes around a pattern in which one person is absent for a long time and the second briefly. Handovers, cover models and return-to-work conversations are tailored to that. If in future more teams have both parents with significant absences, these processes need an update. Teams with several fathers of the right age will feel it first.
There's also an opportunity in this development: companies that actively support fathers during parental leave report higher retention and a better team culture. The reform turns a voluntary culture topic into a plannable standard case. Those who are prepared gain attractiveness as an employer.
Checklist: 6 points HR can tackle now
Establish a shared level of information
Prepare a compact, easy-to-understand overview of the planned changes, for employees and for managers. It's important to note that the cut-off date is 1 November 2027 and the law is still in process.
Check parental leave processes for fathers
Look at your existing process with one simple question: does it work just as well if a father takes three or more months? From handover planning to the return-to-work conversation.
Prepare managers
Managers are the first point of contact when a team member announces parental leave. Conversation guides, basic legal knowledge and clear responsibilities give them confidence. This is exactly where heyGuide for managers comes in: manager and employee are supported as a tandem through all phases.
Think through cover models
Three months is too long for “we'll absorb it on the side” and too short for classic fixed-term contracts. Internal rotation, project pauses or shared cover are options you can now evaluate at your leisure.
Structure staying in touch
Even with shorter parental leave, contact during the absence determines how well the return goes. Time-triggered nudges and clear agreements on the desired level of contact make this plannable without adding to HR's workload.
Use parental leave as an employer branding topic
Only a small share of job ads currently promote family-friendliness. If your company actively supports fathers, talk about it. From 2027, applicants will ask about it specifically.
Conclusion: the reform rewards companies that are prepared
The parental allowance reform shifts parental leave a little further into the middle of the workforce: more fathers, more plannable transitions, more moments that show how seriously a company means work-life balance. All of it is shapeable. Those who have prepared their processes, managers and communication by the end of 2026 will experience the cut-off date in November 2027 as routine.
